This mini-issue was originally just going to be a scene in issue #6, but it got too long and didn’t really fit the pacing of the story. So here it is as a stand-alone. It’s an important conversation and important back story, but of course, there’s more lore.


The Lore

The Terran Federation is, in theory at least, a federation of states. There is a unicameral legislature consisting of representatives of the nations of Earth, the planets and habitats of the Sol system, and the planets admitted to full membership in the Federation; of the 451 seats in the Senate, 293 are held by Earth, and 47 more by the Sol system. This body elects a President as head of state, who in turn nominates a Chancellor and cabinet to act as head of government and the executive.


There are five permanent Constitutional ministries: Finance (MINFIN), Peace (MINPEACE), State (MINSTATE), Information (MINFO), and Justice (MINJUST), plus a variable number of ministries created by the Senate and subject to being dissolved by it (including Communications, Foreign Affairs, and Colonization). Ministries are led by ministers and deputy ministers, who are themselves Senators. They are assisted by the ministries’ bureaucracies, of which the most senior officials are the ministerial Secretaries. So the Secretary of Peace is an unelected official, reporting to the Minister of Peace, who is an elected member of the Senate.


The Constitution also creates the armed forces (including Star Fleet), answerable directly to the Chancellor, not any ministry. The head of the Star Fleet is the Admiral of the Star Fleet; promotion to the position requires the approval of the Senate, but the Admiral of the Star Fleet is a career officer. The same applies to the ground forces, which are a separate branch of service.
