Lucy is pissed! Part of the deal for the Devil to move to the suburbs was that he had to enforce the law on magical creatures whenever they broke it. He told them " it'll be taken care of", and pawned it off on Lucy. Told her " it's just another part time job and it's more money for you, besides, you need to get strong like daddy".
She's on a rampage right now.
